I have a situation.
Before that, have I told you that sometimes, I do love my job? Cerai, wasiat, seperation agreement, and now I need to deal with adoption.
This one lady, (China's chinese) she has a situation. A non-citizen, fell in love with a malaysian man, got pregnant, gave birth, and only then they got married. The problem arose here is her son cannot be considered as a Malaysian, because he was born before his non-malaysian mother got married with the malaysian father. get it? Seorang anak yang dilahirkan, akan mengikut kewarganegaraan ayahnya. Tetapi, malang bagi budak ini, dia lahir di luar wed-lock, maka seperti tiada ayah. Jadi, secara automatiknya, dia adalah rakyat China, seperti emaknya. Tetapi emak sudah berkahwin dengan rakyat Malaysia, maka telah beroleh kerakyatan. Sudah jelas, bukan?
The boy is 2 years old now. Tiada sijil pendaftaran. Tiada kerakyatan. Sudah hubungi pihak yang sepatutnya, tetapi dengan tegas, tidak boleh didaftarkan, kerana bukan warga negara.
Rumit, bukan? Without the citizenship, the parents need to pay more for the school fees. And I believe things will get more complicated than paying the school fees jer. So, we are left for one option. Adoption.
The mother needs to adopt her own son (interesting, huh?), so that she can give the boy the citizenship. And now that she came to my boss, and my boss came to me and said, "Yatie, I never done this before", this woman's situation becomes MY situation.
So, any help out there? Camner nak adopt warganegara asing? Procedure? Never done this also... Uhuk.

first, does the boy have ANY sort of documentation at all? This is very important. Kalau tak ada, get them to the nearest NRD to apply for a sijil kelahiran (I'm assuming here that the boy was delivered in Malaysia)
The sijil kelahiran boleh dikeluarkan, only glicth is on the 'warganegara' part, it'll have to be unknown.
for adoption purposes, you should contact directly to bahagian kanak-kanak, department of social welfare for further help. gen line 26971090 (kalau tak salah). ask for the pengarah, hjh nor amni for advice or any officer, for that matter. a very nice lady, who considers ALL children in malaysia as her own.
therefore, even if the adoption process took some time, at least for school or other purposes takde masalah besar nanti.
